How old of a vehicle can be reflashed with J2534

I am thinking about buying a J2534 and have a 2000 siverado tha needs a pcm changed and it is a programable pcm.
Does Snap on J2534 have this capability?
I have looked to see what years are compatible with the J2534 and see 2004 and up.
Is this true that you can only go back to 04?

I believe that GM's can be reprogrammed back to circa 1996 but the "CAN" systems may be only applicable from 2004 and newer

The regulations say 1996 and newer, but it depends on the manufacturer. A while back I went to flash an older Nissan, but Nissan didn't support flashing on anything older than 2002 (I believe). They might allow it now, but that kind of stuff happens.
So, there is no hard answer to your question.

that particular truck yes it will do it. There are alot of updates on the 99.5 up trucks that usually increase fuel mileage as well I update all of them that come in.
