95 grand cherokee speedo issue

1995 jeep grand cherokee 5.2l 4x4. intermittent speedo.new speed sensor.
modis has accurate speed.problem is that mitchell says 1 wire speed sensor
but i have 3. the wire good to pcm obviously since modis sees it. are speed heads common on these. also anyone know if this is a cluster replacement?

The speedo information is bussed to the cluster by the PCM. If the PCM is seeing accurate info, the problem is related to the cluster.
