Bogus High VREF voltage has me chasing BS today

Had a flashing overdrive lamp on my 95 explorer after I drove it accidentally in 2 for awhile before I shifted it to D and OD light continued to flash despite shutting off ignition and re starting until I cleared the code related to 3rd gear incorrect ratio. I drove it again and no slip was evident and OD lamp did not flash again. While monitoring OBD1 engine data there was very few Pids related to the transmission data hooked to OBD1 Ford connector under the hood , but I did notice my MT 2500 displayed VREF voltage as 6.65 volts instead of 5 volts. I tested ground voltage at PCM pins 20, 40 , and 60 and loaded circuits with a halogen fog lamp bulb, Cleaned and tightened a ground , but MT2500 VREF pid still showed 6.65volts instead of 5volts. I back probe VREF pin 26 of PCM with scope and it shows 5.2 volts, but MT2500 VREF pid still shows 6.65 v.
