    powertrain control module

working on a 1999 oldsmoble Alero with a 3.4l engine. while watching the data display on my Solus Ultra, the coolant temperature is not reading correct temperature, it reads -38 degrees. I received a code that says the circuit has high current, I replaced the ECT and I'm getting the same result. after the engine runs about 3minutes the computer goes into open loop and the engines runs good and then it goes back to close loop and it runs poorly. I tested the circuit at the temperature sensor and I got a 5 volt reference and the ground circuit checked out ok. also, the coolant fans come on shortly after start up and I don't believe this is right. My question is, Is it possible that the PCM is faulty?

Most likely wiring issue. PCM pin 13 orange and black should be sensor ground (sensor ground is internal through PCM) and pin 26 yellow is sensor signal. With PCM connector unplugged, neither wire should have continuity to ground. Good luck
