2006 Dodge Grand Caravan3.8 attempted theft, no start

Yesterday I drove to my wife's brother's place in city where some idiot tried to steal Mini Van by breaking the lock housing and popping the key cylinder out, and the key cylinder is basically still fine, but the Key transponder loop appendage was broken off the SKREEM module .
I had my DS 708 with me and looking at menu I'm thinking I could if I get a used column with used SKREEM module I might be able to pair the used SKREEM to his PCM and then register his keys to it. If not , anyone know if a Snappy scanner can do it?
I also may have to replace a wire leading from ckt 85 of the EATX Shutdown relay because I F'ed up and jumped power with my Power Probe to it accidently and smoked something under relay center and no longer have continuity to ground from EATX Shutdown relay box terminal 85 any longer. My laptop is out for warrantee screen repair so I can't access any wiring diagrams I need till I get it back in a week or two.

The only Pass Through I got is the brown hole in the back of my boxers after seeing the smoke come out of the relay box , Looks like after I F'ed up at the EATX relay pin 85 circuit he be best to eat the $500 deductible and submit an insurance claim .

              Missing Pats functionality

I know that the Snap On scanner won't do it but I'm pretty sure the functions are available with the Maxisys scanner. I used it the other day on an 06 F150, saw that the function was available on other fords as well. Was even able to pull the exterior keypad factory code on a truck the other day.

Snap-On needs to step up and provide these capabilities.
