AddBlue? Maybe a faulty DPF fluid level sensor? Doubt being low on blue windshield washer solvent would cause a no start unless Chrysler decided to supply and locate the PCM directly under the leaking reservoir LMAO

        Try this

Turn the key on and wait 1 minute. Do this 3 times in a row and on the forth time you should be able to start it.

Don't work all the time but worth a shot

Below is the TSB for your issue but make sure ANY faults with the ADBlue system are repaired. You may need an Xentry to correct the issue.

        COMPLAINT
Engine and/or AdBlueŽ indicator lamp or "Check AdBlueŽ" indicator and/or "No start in XXX km" is activated in the instrument cluster and is not deactivated after refilling with AdBlueŽ.
        CAUSE
        Possible causes:
The AdBlue tank was run empty. All the warning messages/commands to top up the AdBlueŽ in the instrument cluster were ignored. The vehicle can now only be driven at a maximum speed of 12 mph (20 km/h), or the engine can no longer be started.
Fault codes concerning the AdBlueŽ system are present.
Existing AdBlueŽ system fault codes were not completely processed via the guided test in the diagnostic system (the warning message was not reset).
        REMEDY
NOTE: Replacing the AdBlueŽ tank is not effective.
        Perform initial quick test.
If fault entries referring to the AdBlueŽ system are present, these fault entries must be processed via the guided test in the diagnostic system.
Reset the warning message via the guided test (includes erasing of fault memory). To do this, the tests offered for each fault code must be processed individually.
NOTE: Refilling with AdBlueŽ and the testing and diagnostic work on the AdBlueŽ system necessitated by an insufficient AdBlueŽ level in the AdBlueŽ tank must not be billed under warranty.

Maybe if the van was towed in with a No Start condition, the code and damaged tank connector may not really be the real causative failure of the No Start. I could see having a warning light flashing , but nothing DPF related short of a completely corked up CAT should prevent Van from starting. Start counters generally count up from zero , not a count down for maximum allowed engine starts after a DPF system malfunction, like a count down to a rocket launch, or a building Implosion. I could be wrong but it would be a Benz Eco Nazi D@ck Move to have a remaining allowed starts count down for ignoring a DPF warning lamp.
