Default P1000 and Harley Davidson

I currently own a P1000 scan tool. I was successful programming a 2015 Street glide CVO key fob. Adding an additional fob because when i bought my bike, it only had one fob. I had a customer bring in his bike, 2018 Road glide special and he wanted to add a 2nd key fob. I followed the exact same steps, and i am not able to add the 2nd fob. The information 24 digit code is retained in the BCM and i believe it should work. Does anyone know what additional steps I need to take to program a fob? I tried it on another bike at the shop a 2017 street glide and it did not work. I am just wondering if there is something else i need to do? i called snap on support and they say it should work.

Any help would gladly be appreciated.
