Default passthrupro II on 12 cadillac cts 3.0

I am trying to program a new bcm on 12 cts and it keeps on throwing error code m6413: off-board programming deteted and wouldn't even let me go any further.
Actually for all the modules.
First of all it couldn't even read the vin number from the ecm from the beginning.
I been doing many of other gm programming and never had any issue like this one.
I was thinking maybe its the passthruII that I am using currently is out of date for this newer gms?? Is passthrupro III is going to be an answer??

If you purchased the program through GM, give them a call. They can go deep and see if it's a problem on your side or theirs. They can even force programming into module. They should have a number listed on the website.
