Semi Returnless fuel system on VW

Had a 2004 VW Beetle 2.0 BGD with 106K with what appears to be a typical return less fuel system at the fuel rail with one supply line to the rail , however the Fuel filter has 3 ports, with the fuel pressure regulator built inside the fuel filter and a short return line back to the fuel pump assembly
Car had a lean code with a long crank , hard start . While cranking the starter, Fuel pressure gradually builds to 28- 30 psi ,but when you stop cranking pressure quickly bleeds back down to zero. Car does reluctantly starts , runs rough initially than smooths out and drives ok after that. I figured , since the fuel pressure regulator is built into the fuel filter , that I likely resolve both the issue of slow pressure build up and fast bleed down of rail pressure with a fresh new fuel filter. It did not resolve either situation and had to order a new fuel pump
