    I would approach as follows:
    Do your best to have the owner provide a precise description of the symptom(s).
    Visual inspection under the hood without wiggling any wires or attempting any adjustments. Run KOEO self test. Record KOEO and Continuous Memory codes. Post any codes here.

    Use the Troubleshooter in the scanner.
    If no codes, check ignition timing. If this 'Stang has the stock distributor, it will have an ignition module bolted to the base of the distributor with a major electrical plug connected. You will have to remove the SPOUT (spark output) connector to check base timing.
    This is the best advice yet posted. I also agree with Witsend saying to look for vacuum leaks, EGR valves, DPFE sensors & hoses/tubing.

    Once you get to checking the Base Timing, and unplug the Spark-Output connector (SPOUT), it WILL set a code for that circuit being "open", because it IS open. Make sure you do ALL your other code checks first. All 3-code checks. KOEOff, Memory-codes, & finally KOERun.

    Don't forget to put a fuel pressure guage on it and VERIFY the fuel pressure, the fuel pressure regulator, and don't forget to check the flow rate and the fuel filter too.

      Thanks for the fuel pressure tip I would of not put that
      tool in the truck on the way to meet up with him.
      Does that system use the schrader valve type port?

        Ya but the FORD uses a smaller size external clip-on adaptor than the GM or the Chrysler.
        If you can get to a hose connection sometimes you can tap into the fuel line there, but again it depends on what Fuel Pressure Guage kit you have whether the adaptors are there or not.

        MOST of the diagnostic sequences in manuals are AFTER you have verified the fuel pressure, regulator control and fuel volume.

          You are never going to guess what does not work in his car...
          The 12V lighter outlet. I don't have the battery clip type of
          power connector for my scanner. So he will bring it to
          my house next week. I really did not want to play McGiver
          in the parking lot of the restaurant we were having dinner at.
          I did not want to be cutting the cable for my adaptor.

          So we wait till next week.

            At $100/hr in diagnostics time, be sure that he is prepared to spend $200 to just find out what is wrong. Otherwise, decline the job.
