Counselor oscilloscope MT-1665 was made from 1987 to 1990, It is basically personal computer from early 80s like commodore 64 or Television set from same era. It is easy to see if the boards are getting power, There is analog board that has lots of chips and transistors then there is a big board that sits on top and it is all digital, it has a processor and outputs signal to CRT monitor board, if any of those chips are bad then the unit wont power up the monitor. Most of the boards are modular, then can be swapped around. So you need to buy one good working unit then swap those board around then you will find where the problem could be.
