2016 Chevy Cruze Used Radio

I installed a used radio into a 2016 Chevy Cruze. The RPO is IOA and requires a USB file transfer to program the radio. Did all this and plugged the USB into the vehicle and..... nothing. No changes on the display screen, Just says locked.No functions with any of the radio inputs. Is a used radio install on this vehicle even possible ? Am I missing any steps ? Is GDS2 needed ?

You prob won't be able to. If you have the old radio. Connect it to the car and open sps and start to program. Now the car sees the old radio. Choose to program. Before you click next plug in the "new" radio and see if it will work.
