I was told you could update or recalibrate Computers using a Snap-on scanner by downloading the updates off of the web. Is that true? and how deos it work?

You can not do a Flash Or Update, you can do some things like case relearn and volume air realern and other relearns depending on the car but you can not install a newer pcm and programe it to the car.
If by snap on scanner you mean Verus then yes but as skip said you still need a pass through device.JOENASHComment

If you plan on buying a Pass through programmer, (Sorry for Snap On) I recommend you buy BlueStreaks I-flash. it was the 1st to be approved by many auto manufactures and supported buy them, and it comes with a stand alone Ford's PATS programing and global OBD2 reader you don't need to subscribe too. Yes you can run it on the Verus it's slow but it runs the software. I've used it to reflash Fords, Chrysler, GM, Honda/Acura, Nissan/Infinity and Mitsubishi, I've even done some VWs . You still need to download and run manufactures own programing software for running calibrations and subscribe to them just like Snap On passthrough and as far as cost they cost the same. I also recommend GM's MDI aka Bosch Mastertech's VCI for newer GM's it is becomming GM official scan tool and the Tech2 will be phased out in 2010. do some research before buying one. there are many passthrough programmers out there.
