Got the Modis v6.4, Need to program new key remote control to a 2000 Cadi Deville. As far as i know only they dealer with a tech 2 can do it. If i update to 9.4V will I be able to program new GM remotes to vehicles?

That information is INCORRECT. It shows you how to reprogram remotes that CAN be programmed without a scan tool, many do need a scan to program. The site will tell you that. And by no means does it list evry key fob on the market.
